Padre Efisio Locci

Born in Escalaplano (NU) in 1936, he was the founder of Health and Development and President in office from 9 September 1996 to 14 September 2021. He is currently a member of the SeS Board of Directors.

Padre Felice de Miranda, President and Legal Representative

Born in Milan in 1955, he graduated in Civil Engineering from the Milan Polytechnic in 1980 (old system), obtained a Baccalaureate in Theology and has been a priest of the Camillian Order since 1998. Since 2015, he has been supervising and providing technical consultancy for the Association’s engineering activities. He was a member of the Board of Directors of Health and Development in the three-year period 2017-2020 and is currently its President and Legal Representative. In the Camillian Order, he was responsible for several communities from 2004 to 2017. He was also a member of the Order’s General Council.

Fratel José Ignacio Santaolalla Sàez, Vice President

Born in Burgos (Spain) in 1966, he holds a degree in Business Economics from the University of Madrid and is currently the Vice-President of Health and Development. Since 2017 he has been a member of the Board of Directors of Health and Development, of which he was and still is the Vice-President. In the Camillian Order he has held various senior positions of responsibility including Presidente della LARES Andalucía(Andalusian association of residences and services for the elderly), Presidente della Federazione Nazionale Lares con sede a Madrid e fondatore e Presidente della Fondazione “Vita abbondante”also in Madrid. Since 2014, he has also been the Legal Representative of the ‘Casa Generalizia’ and General Bursar.

Padre Guy Flavien Ouedraogo, Secretary

Born in Yako (BF) on 16 April 1971. Ordained a priest on 3 July 1999, he carried out his ministry in the Camillian Mission in Burkina until 2015, where he served as Chaplain at the Civil Hospital in Ouagadougou, as Formator and Bursar at the Camillian Seminary lo Juvenat, as Administrative and Financial Director of St. Camillus Hospital (HOSCO) in Ouagadougou (BF), and as Vice-Pastor at St. Camillus Parish. Since 2015, he has been living in Rome with tasks to support the activities of the Order’s Generalate. Since 2021 he has been a member of Health and Development and in 2024 he joined the Board of Directors as Councillor and Secretary.

Dott. Luigi Ceci

Graduated in Medicine and Surgery with 110/110 from the University of Bari in 1984. He specialised in General Pathology and Haematology, and holds a Level II Master’s Degree in Law, Economics and Health Management. Since 2011, he has been Director of the Complex Operative Unit of Clinical Pathology at the Andria and Canosa di Puglia Hospitals (ASL, BT). He has taught Biochemistry at the Degree Course in Nursing Sciences at the University of Foggia, Barletta campus. He teaches Microbiology and Clinical Microbiology at the School of Specialisation in Microbiology and Virology of the Faculty of Medicine of the University of Bari.

Carries out voluntary work in the field of International Cooperation, consultancy work for the MAE (Ministry of Foreign Affairs) for funded projects in Benin, Peru and Kenya.

He has worked on numerous projects in Togo, Kenya, Peru and Benin, receiving honorary citizenship of the city of Adjohoun in the latter on 28.02.2014.

He is a founding member of the association Volontaria//mente www.volontariamenteonlus.it

Member of Rotary International since 1997. President Rotary Club Barletta 2005-2006, President Rotary Bitonto Terre dell’olio 2022-2023. Coordinator National Study Group PVS (Developing Countries) within SIPMEL. (Italian Society of Clinical Pathology and Laboratory Medicine).

He has been a member of Health and Development since 2013 and joined the Board of Directors in 2024.
